FRAMEWORK FOR REDEVELOPMENT OF THE MARKET LANDS RELEASED
History provides inspiring new vision for the Exchange District

Winnipeg, MB – CentreVenture Development Corporation released an urban design framework for redevelopment of the Market Lands site, following an extensive public consultation process. Based on feedback received to date the Market Lands is being proposed as a new destination for all Winnipeggers, comprised of quality public outdoors spaces surrounded by mixed-use developments with places for live, work, and play including a new public market building.

“Redeveloping this land in the heart of Winnipeg’s historic exchange district is an exciting opportunity and will be a defining moment for our exchange, our downtown, and for our city,” said Mayor Brian Bowman. “Our downtown is growing, and with population growth projected to be steady and strong well into the future we need to be building a more connected and accessible city that anticipates this growth. I want to thank CentreVenture for leading a collaborative, extensive, and community based process to inform the recommendations and plan that will ultimately come forward for Council’s review and consideration.”

CentreVenture was tasked with developing a plan for the former Public Safety Building and Civic Parkade site in January of 2017. Over the last year thousands of Winnipeggers provided input through design workshops, stakeholder focus groups, panel discussions, and online planning participation tools. An onsite public engagement kiosk provided a venue for people to learn about the project and acted as a centre for numerous events held at the Market Lands through the summer.

The urban design framework provides a proposed layout for the site based on physical guidelines developed through public engagement design workshops. Better connections to surrounding areas are proposed, including Old Market Square and Chinatown. Inspired by history, a new pedestrian access way runs through the site, along the historic route of Market Avenue. The urban block layout that was in place before the 1960’s is restored on the northern part of the site. The conceptual plan shows the potential scale of the future redevelopment project.

“This vision and framework is built soundly on peoples’ ideas and aspirations for this important place,” said CentreVenture CEO Angela Mathieson. “This collaboration will continue as we move forward and we encourage more people, businesses, and organizations to get involved in this historic opportunity to bring even more light and vibrancy to the Exchange District.”

The urban design framework was released at the launch of a three-day project open house at the Red River College Princess Street Campus. At the same time CentreVenture issued a Request for Expression of Interest (REOI) from organizations and businesses interested in occupying space in the future redevelopment project. A design competition is being planned for later this spring, to bring further definition to the buildings and spaces on the southern portion of the site.

Today’s Urban Design Framework document and the Guiding Aspirations report released in May 2017 will form the basis of recommendations for City Council approval. These documents and more information about the Market Lands initiative can be found at www.marketlands.ca
